as i said earlier, state government is closed tomorrow. education commissioner is encouraging closure of schools to ensure student safety. 509 of our 580 some districts are saying they will be closed tomorrow. i hope the rest of them will follow suit as soon as possible. all these decisions are made at the local level. but i would hope that they would look at the conditions we're dealing with and would make the smart move and not have school buses out on the roads tomorrow. we don't know what the condition of the roads will be in. we're going to anticipate a lot more downed trees and downed wires. it will be a very dangerous situation to move people around tomorrow, we believe. let's leave these roads open for emergency personnel to get around. the department of health has requested out-of-state assistance for 75 ambulances to help with pre and post-storm medical assistance. 23 ambulances arrived from indiana today. i want to thank governor daniels for his assistance in this regard for sending 22 ambulances from indiana. they arrived today

but we have a partner in the federal government. barack obama has made it very clear that this city is going to get his attention. the fact that the secretary is in staten island, was in manhattan with the governor the other day working with congress people, they are everywhere we need them to be. >> you want to say anything to the president of the borough of manhattan, madame secretary? what's on the way, what the folks in manhattan can expect in the days to come. >> well, i think the number one thing is power in lower manhattan. and associated with that is getting the tunnels pumped out so that they can be used again. so the army corps of engineers has been moving in lots of pumps to help with that. i think the brooklyn battery tunnel was being pumped out as we speak. that has 43 million gallons of water in it and the tunnel's over a mile long. these are huge pumping process. but con ed told us today they thought they'd have power on for lower manhattan by tomorrow morning. and i think, mr. president, you would agree with me that

no federal or state government agencies, relief agencies, had been on the ground here. now, we have been told in the last couple of hours that fema has now been on the ground here and that the red cross has shown up. they're apparently at a school not far from here, wolf. >> do they have an explanation, brian, what's taking so long? staten island is obviously a major borough in new york city. what's the problem? why isn't the help on the way? >> reporter: well, you know, we haven't gotten an official explanation from some of those agencies yet. but what i can tell you is that the transportation issue around here is pretty drastic. i mean, the roads are snarled. there are roads that are blocked by police blockades. roads blocked by downed trees. huge lines for gas on staten island as there are all over the new york/new jersey area. that could be one key reason why some of these agencies haven't gotten on the ground here. and some of the awareness what happened here on staten island didn't start to come out until today. >> well, it's been coming out. we had some of it yes
